Political fund-raisers

Political fund-raisers tend to have greater success when soliciting donations if they let people know that others have already contributed to the cause in question. These fund-raisers must walk a fine line, however, since people will feel little motivation to donate to a political group that they believe is over-funded.

Which one of the following represents the conclusion that can be most reasonably drawn from the information in the passage above?

A) People sometimes choose to donate to political causes on the basis of their perception of others' behavior.

B) Political groups are rarely over funded.

C) An over funded political group will rarely succeed in getting donations.

D) People will donate to a political group that is under funded.

E) People do not base their decision to donate to a political group on the political aims of the group.

I would like to do an attempt answering this question. I would chose C.

a: the word sometimes seems to be contradicting first sentence in stimulus. It say that people donate when someone else already donated to the cause

b: irrelevant
d: the last sentence of stimulus seems to be contradicting this
e: opposite of first sentence
