While the foods can contain three things (antibiotics, hormones, pesticides), they can not contain processes (irradiation or genetic modification).
Thus C or D seem correct.
However, C uses 'and', which means that USDA will prohibit only if the foods contain all three substances - antibiotics, hormones, pesticides (not one or two). So, if foods contain only pesticides, they will still be declared 'organic' because they do not contain antibiotics and hormones. That's incorrect.
Option D is the right choice.

If foods contain 'irradiation and genetic modification' the meaning of the sentence could be difference from what the author means to be.
Non-organic food is passed through a irradiation and genetic modification process to be irradiated or genetically modified.
