The line of descent

The line of descent of apes and humans is believed by most paleontologists that it split into several branches some time between 20 million and 5 million years ago

A) that it split
B) to have split
C) to split
D) that they were split
E) to be split

I chose E, but answer is given as B

The sentence requires infinitive (to + verb). That leaves us with B, C & E.

B - The present perfect tense is correct.
C - Conveys present continous tense. Wrong.
E - Present perfect tense is required.

i haven't thought on these terms, rather was looking for idiomatic usage.
Is "believed to be" a idiom? (If there is one like this)
