8. The proposed health care bill would increase government regulation of health insurance, establish standards that would guarantee wider access to people with past health problems and to workers changing jobs who otherwise could be uncovered for months.
(A) establish standards that would guarantee wider to people with past health problems and to workers changing jobs who
(B) establishing standards that would guarantee wider access to people with past health problems and to workers who are changing jobs and
(C) to establish standards that would guarantee wider access to people with past health problems and to workers who change jobs that
(D) for establishing standards that would guarantee wider access for people with past health problems and workers changing jobs who
(E) for the establishment of standards that would guarantee wider access for people with past health problems and workers who are changing jobs that

Bwhy would A not be a good answer?

The reason I will filter out "A" was...
If you take The proposed health care as doing multiple things then we need "and" between
health insurance, and establish
C) to establish can not be a modifier of a clause
D) & E because it uses conjunction "for"
and for needs Independent clause.
There should be some better explanation and these were the reasons I filtered options other then "B" out.
Moreover "B" is using participle modifier and it works best when we used it to express the result of the action as it does in "B"

who refers to Jobs not to workers.

The proposed health care bill would increase X, establish Y--- where is the conjunction add to establish the connection between these two actions(increase & establish) ? There is none so (A) is incorrect.
