Consequently, in contrast to the situation for visual art, most people as adults do not recognize the artistic intention of composers. To remedy this situation, a few educators now recommend teaching elementary schools students to compose music.

I've understood the premises and conclusion clearly. The reccomendation here is that teaching elementary school students to compose music shall help them recognize the artisitc intention of composers.
But, how do I eliminate options here? Can somebody please guide?

Now we want to show that this PLAN will not achieve the GOAL.
Choice B gives us just that answer that makes the plan seem unlikely to work. The evidence for having this music education is that the same education in visual arts has worked. But choice B says that visual arts education has not actually helped people to recognize the intention of visual artists. Well that takes out the only evidence for having music instruction.
Does that make sense?
