Also, it looks like option C has a tense issue since it says "who has the power of giving and of taking".

So, "has" seems to be incorrect, since it is present tense.

I feel C is saying that cotton gin turned cotton cloth into two things:

a. affordable commodity
b. costly previously commodity

This is not what the intention of the sentence is.
