The "which" part says "will" so we need present tense and not past in the verb. So, "is staking" is better selection.

In the construct, "one of X that + verb", the verb has to be as per "X"
For example: One of the books that were kept on the table ....
Similarly,
In the constructs, "one of X + Verb", the verb is singular.
For example:
One of my friend is going for a movie.

I was stuck between C & E and selected E based upon below observations
{C} - Surprises are unexepected so saying "unexpected surprises" is redundancy.
Also, "while preparing for GMAT" is better than "during the course of one's preparation for GMAT"

Hi Mitch,
In "Neither X nor Y", both X & Y should strictly be only nouns? As you mentioned, they cannot be clauses.
Does the same implies for either X or Y and other such forms?

We should maintain parallelism while listing various parts of the sentence. Here, "training workshops", "coaching" , "on the job training" are working as Nouns; however, the last part is not a noun. Can you please post the complete question so that we can help you better.
