Seems like yes we need to make the assumption that we are considering people b/w age of 20 and 21 only...and hence keep the argument within in the SCOPE..
sometimes i tend to go beyond the scope by inserting unnecessary reasoning...

Option D says, in some areas the prices are extremely high. what if one goes to area next to it where prices are very low. Hence this option is very open to assumptions.

My 2 cents on A, though A also has its fallacies like 30 years ago.
