In this case,"they" refers to Plural subject position.
Hence the singular "price of automobile insurance" is ruled out leading us to the unique noun - Consumers.

Hi Anurag. Is there a typo here? 4C2= 12 not 6. Also, since question is asking us to choose one color OR combination of two color, Cant we assume that combination of two color will surely result in minimal combination? Hence Just calculating nC2 >=12 Plugging in 4, We get 4C2 >= 12. Hence 4 colors ?
