Statement 2 alone will be sufficient.

we know that q is less than 17. it is given that q=2^k, where k =1, 2, 3, or 4 (k cannot be larger than 4, since this will make q>17).

you will see that regardless of what k is (either 1, 2, 3 or 4), 17/(2^k) will always leave a remainder of 1.
