The sentence is only trying to explain what the procedure is.It is independent of the time factor. It is the law that, if enacted will allow the citizen to do the needful. I donno what is the resource for this Q.. bcuz in another forum i noticed that the choice c is "allows voters to propose, to pass, and to repeal laws"
if the choice C is as above... the correct answer will be C otherwise the best answer is A by using POE
