QN - 855, why is will allow wrong?

There is growing demand in the state for “initiative and referendum,” a procedure that allows voters to propose and pass laws, as well as to repeal them.
(A) allows voters to propose and pass laws, as well as to repeal them
(B) allows voters to propose, pass, and to repeal laws
(C) allows voters to propose, to pass, and repeal laws
(D) will allow the voter to propose, pass, as well as to repeal laws
(E) will allow laws to be proposed, passed, as well as repealed by voters
OA: A

To me it seemed like people are asking for this new procedure, which doesnt exist today..so 'will' is needed to indicate future action right?

there is no need of will...it should be in present tense

B,C lacks parallelism...

imo A

the sentece states There IS which represent present tense, so You need a present tense to follow

out of
"allows voters to propose and pass laws"
and
"will allow voters to propose and pass laws"

I will prefer that second one bcoz I think will is actually needed.


Now if we go back to our sentence, it says
allows voters to propose and pass laws, as well as to repeal them

so the correct option should have been
will allow voters to propose and pass laws, as well as will allow voters to repeal them


now if i remove second "will allow voters "
will allow voters to propose and pass laws, as well as to repeal them
this changes the meaning and is incorrcet

Regarding option D and E
Both are not parrllel
the violates list rule
so incorrect

ans should be in present tense,,,

therefore D and E is out,,,,

also B and C are not parallel structures,,,

I like A too. The procedure has already been created/thought of, so the procedure exists (perhaps in another state), so you can use the present tense.

i can make 2 guesses
Firstly
"Will " changes the meaning of the sentence
Secondly , the the underlined part defines a term and a definition is a universal fact that stands true at any point of time .

The sentence is only trying to explain what the procedure is.It is independent of the time factor. It is the law that, if enacted will allow the citizen to do the needful. Moreover, the sentence is not parallel

it should be to propose, to pass, as well as to repeal

I donno what is the resource for this Q.. bcuz in another forum i noticed that the choice c is "allows voters to propose, to pass, and to repeal laws"

if the choice C is as above... the correct answer will be C otherwise the best answer is A by using POE

"Demand"..."THAT" is a command Subjunctive, you cannot use you cannot use "will" its an incorrect construction by command subjunctive rules...
