me too for B

SENTENCE COMPLETES LIKE "no one considered the management" TO BE WELL ORGANIZED AS FLOW OF THE SENTENCE TELLS THAT LINE IS NOT COMPLETE AND AFTER";" SENTENCE IS VERIFIED. SO ONLY OPTION b SEEMS CONVINCING.

My Two Cents....
was well-organized
is wordy because "Well Organized" is already denotes past tense and there is no need to use "WAS" again.

Hope it is convincing.

While, in my opinion, well-organized is not a verb in past tense but an adjective here.

The trick in questions containing 'consider' is to check its usage.

It only takes the form Consider X Y.

Any choice which contains consider X to be Y,Consider x as y are wrong.

Another word similiar to consider in usage is pronounce.

In this particular ques,no other ans choice except B has the form consider X y ie 'consider management well organised'.Therefore, B is the correct ans.
