doesn't -adding-modify the whole clause - 'It is estimated that during the 1980s approximately $50 billion in private investment capital left Mexico'

I have no doubts on - During the 1980s approximately $50 billion in private investment capital left Mexico,adding......

But I am little skeptic about - It is estimated that during the 1980s approximately $50 billion in private investment capital left Mexico,adding........

Can anyone pls clarify....
