I'l go with A.
B) Incorrect because it uses 'had been' (past perfect) with eventually.
C) Campaigning is incorrectly used (campaign is sufficient)
D) Being
E) awkward (eventually successfully).
A, even though it does not sound right, does was it is supposed to do - act as a modifier.

It cannot be A. The sentence starts with a clause i.e. subordinate clause.
