With no natural predators and expanses of green suburban neighborhoods that allow no hunting, wildlife officials estimate the New Jersey deer population to have grown to exceed 175,000.

I will prefer D [rest have modifier subject gap]

Isn't population singular ?
If that's the case then A,D is out .

"to have" here is not has/have's have

see this example, you will get an idea

He wants to have a big Car.

Hope it clarifies your doubt.
If that's the case then A,D is out .

I think this is a case of modifier type of problem and only one sentence puts the modifier correctly i.e. Choice C

In all the sentences, the first part before comma is talking about deer, so the part after comma has to start with Deer. Only one sentence does that.

IMO, C. The biggest hint in this sentence is "no natural predators".. this applies to only deers. It cannot apply to New Jersey or anything else.

Why can't "no natural predators" refer to NJ? New Jersey can have no natural predators. Right?

It has to be D, as the first sentence cannot refer to deer but to New Jersey!

You can eliminate all other choices

I believe 'natural predators' can modify New Jersey as well.

We are picking the less worser here.
The GMAT is indeed adaptable. Whenever I answer RC, it proficiently 'adapts' itself to mark my 'right' answer 'wrong'.

Why the state can not have predators? NJ as a place ,why NJ can not be subject of the sentence to own predators?
