Is it that every country itself is a pool? Or the adcom will group the applicants into pools like East Asia, Europe and south america?

Hi,
Generally, schools evaluate you at various levels. At the first level is the country (Eg: If you are from India, you would be competing against high scoring candidates typically), then Asians and then the overall picture of the entire class. In fact, schools look for a certain set of criteria which the school would like to have in each candidate. Only then are the other stages ever evaluated.

May I ask for those who come from a smaller country?
Will the adcom group every asian that are not from India,Mainland China and Japan in a same pool?
