Pollution

That pollution harms the environment is self-evident; that immediate government action to combat it is merited by the situation is a matter of debate.

A. that immediate government action to combat it is merited by the situation

B. if the situation merits immediate action by the government is a matter of debate

c. whether to combat the situation is merited by immediate government action

d. that the situation merits immediate government action to combat it

e. whether the government should immediately combat it is merited by the situation

We need an another independent clause after ;

This eliminates B, C and D with a first look.

We dont need IT in A

A. that immediate government action to combat it is merited by the situation

So I would choose E

e. whether the government should immediately combat it is merited by the situation

IMO, this option can also be written as:

it is merited by the situation whether the government should immediately combat

Am not convinced though.

I always believed that 'that' introduces the subordinate Clause. I am wondering how even the 1st sentence is an IC. pls assist?

IMO, this option can also be written as:

it is merited by the situation whether the government should immediately combat
E expresses a possibility. In IC1, "evident" means we need confirmed set of actions

D is correct for many reasons:

a. Independent clause

b. Not passive.. all other options are extremely passive

c. Expresses parallelism

d. refrains from "possible " mood.
