C,D, and E are definitely out just by looking at them.
you have to use "promise someone to Verb" but C,D, and E are not using this form.
Now, you have 2 choices left.
B is not correct because it is kinda wordy and "by failing to honor" is more direct and effective, of course concise, to address the issue.

engaging is not parallel to failing. Yes, it looks verb-ing form.
however, if they are parallel each other, then none of the answers are correct.

if it's parallel, "by" before failing should be "of". but it's not.
sometimes, I mean everytime you solve the problem, you have to also pay attention to the meaning of the sentence, not just technical grammar problem. then you should be fine.
