In the United States, while the number of foreign-born residents and their children is higher than ever, the percentage of the population they represent is not, in 1910 this group made up 35 percent of the population when compared to 20 percent in 2000.

A. population when compared to 20 percent in 2000
B. population as compared to 2000, when it was 20 percent
C. population, comparing it with 20 percent in 2000
D. population, unlike 2000, with 20 percent
E. population, compared with 20 percent in 2000

[spoiler]couldnt understand what does "compared with" modify in E
as per rules it should be "Population"[/spoiler]

First, we need to choose "compared with" because we are comparing like things
==> elim A & B

IMO C&D are wordy..

Very hard, I try to do

A and B mean "this group" is compared to number and not logic.

C means "this group" is comparing. No logic

D mean "this group" is unlike 2000. No logic

E is left."compared with" modify "35 percent" not "population" because of the comma.

To identify either the similarities or the differences between two things, use "compare to."

To identify both the similarities and the differences, use "compare with."

In comparing with something, one finds or discusses both things that are alike and things that are different.

Here, we are trying to compare the numbers and the percentages. So, it is E.

From the original sentence, the comparison should be based on the percentage.
A - "when" is unidiomatic
B - is comparing "years", not percentages
C - it is ambiguous: population or percentage?
D - is comparing "years"
E - using past participle to compare percent.

From Manhattan Prep, the idioms list says "compare to" is for similarities and "compare with" is for differences. But I find that the difference is so slight, sometimes it's better to find other mistakes in the choices than to eliminate a choice solely on the compare to/with alone.
