This appears correct. Author has used 'dubious' - he does not believe in the survey result.C) The poll's results probably do not accurately represent the opinions of the voters in the coming election.
Survey focused only on 2 candidates - what if another candidate takes a decision to stand in the coming election? In such case, we can't say what is true in a survey will be true in the actual election as well.D) Samuels is quite likely to have a good chance of winning the coming election.
Author is not being didactic - he mentioned his point of view, but refrained from giving ideas about how & where to conduct the survey.E) Those who designed the poll should have considered more carefully where to conduct the survey.
