Perfect 'Past perfect' Q!

Though he had had success broadcasting his controversial radio program on highly regulated terrestrial airwaves, Howard Stern opted out of terrestrial broadcasting in favor of the less regulated satellite radio medium.

I doubt it if it is D, as D removes the 'though'- a contrast that is required in the context of this sentence. I am contemplating on A and C.
A-- if there is a need to stress on the past-past action (had)
C-- if it pretty evident that the order of actions is obvious (had success... opted out)

to me, the answer choice is A since the the action in the first part happened before the second action; that is, he has been successful before he choose to come out or resign, whatever... then the first action need to be past perfect as an earlier action...
