Percent problem

Hi everyone.

Can someone explain this one to me?

In a certain year, the UNs' total expenditures were $1,6 bilion. Of this amount, 67,8% was paid by the 6 highest contributing countries, and the balance by the remaining 153 countries. Was country X among th e6 hghest contributing countries?
1/ 56 percent of the total expenditures was paid by the 4 highest-contributing countries, each of which paid more than country X.
2/ country X paid 4,8% of the total expenditures

my pick is E.

S1 not sufficient. it's simple as country X percentage can be anything and we don't know where it may fall.

S2 on it's own is not sufficient as 6 countries can have higher then 4.8% each. e.g. 11% each.

S1& S2 combined: the two remaining of top 6 have combined percentage of 11.8%. The division of 11.8% could be 5.9% each. In which case Country X will not fall in top 6. However, 11.8% could be distributed such that one country has 4.8% and other has 7% in which case country X can be included. Hence, S1 & S2 combined are not sufficient
