Usage of "And" & "comma" in Clauses

"And" is used to join two clauses - when both the clauses are independent and have no resemblance with each other.

I got late, and there was a traffic jam on the highway. - there are no correlation between these two events, two are completely independent events.

When we want to correlate two clause : we have to use some other connector as per the meaning of the sentence.

I got late because there was a jam on the highway.

----

"Comma" cannot join two clause. Comma can join a clause with a phrase ( there should not be any finite verb).

here we have the "and" followed by "comma". Does comma need to be followed in all the relevant places or can "and" stand alone????

If we're using "and" to link clauses, it must be preceded by a comma:

I went to the store before class, and I purchased cereal.

If we're using it to link actions, nouns, etc., we do not use a comma:

Yesterday I lifted weights and ran two miles. (used to link two actions controlled by the same subject)

My friend and I played golf this morning. (used to link two nouns into a compound subject)

His argument was shallow and pedantic. (used to link two adjectives describing the argument)

The fight over the speed limit, a measure regarded by opponents as ineffective and meddlesome and by supporters as a conserver of life and energy, continues in our legislatures and on our freeways.


the above one is the correct answer for the long speed limit thread,.,.

doubt is i thought "," should have come after meddlesome..please correct me..

Since it's not linking two independent clauses, we don't need a comma.

could "by" in "by supporters as a...." be omitted?
----I believe the answer is yes,now, the sentences with "by" or not are all correct.
