Since we're dealing with an "expectation", we know that whatever it is that we're expecting hasn't happened yet. We need a verb that references the future. Eliminate A, B and D.
Between the 2 remaining answers, answer E has a number of problems, including redundant language and an unnecessary pronoun ("that it would....that of..."). Eliminate E.
