Modifier & tense problem

During the nineteenth century, Emily Eden and Fanny Parks journeyed throughout India, sketching and keeping journals forming the basis of news reports about the princely states where they had visited.

This answer doesn't include verb tense error.

OA is E
The original sentence does not contain any verb tense error. But I did choose an incorrect one that contains such an error. Why dont we use "they had visited" here?
I eliminated B,C,E as they do not have "had", and came up with an wrong answer, A.

We can't use past perfect here because events occur during the same time period. So, they must be in the same tense.
