the whole argument is about how a few cases in which prison inmates manipulate the welfare system can harden public attitudes towards welfare more effectively than standard cases.....hence D which means that public opinion is shaped by the frequency with which a type of welfare fraud occurs.....is erroneous for it would entail that more frequent cases should affect public opinion.The claims above can best serve as part of an argument against the view that
