IMO C.
never before does not sound correct. It should be ever before to emphasize something that has not yet been accomplished.
C maintain parallelism.

b] uses right phrase "more than ever" but sentence needs "that" to be parallel with -"claim that x and that y"
c] Fits Perfectly
d] changes the phrase used in original structure, could have been right if observed wasnt replaced with visible
e] to be clearly observed more than ever....is a clumsy formation.
So IMO - C Fits the bill.
