A) I don't see any error in this sentence.
B) reorganization of what? Doesn't convey the meaning.
C) the ''it'' in this option can either refer to the retail store or the conservative policy.
D) doesn't explain why it broke with its policy.
E) "on the selling of" on credit doesn't sound correct.
My answer is A.

Look at the kernel of the sentence.
The store broke with its policy.... to Sell on Credit.
A: For deciding to sell on credit is worng and awkward.
B: for the decision...to sell is wrong as it suggests that the store broke the policy first and then decided, whereas, the decision is normally taken first and then action is taken.
E: selling of is wrong and does not match with to sell.
C is the correct answer free from above errors.
