The sentence checks for subject verb agreement .

Subject of the sentence after the comma is predominating industries and the regulatory its a compound subject and requires a plural verb .

If we look closely at answer options only B and E have plural verb DETERMINE so eliminate A, C and D .

(B) each state faces a similar industrial waste problem, their predominant industries and regulatory environment obviously determine

The pronoun THEIR is referring to states which is incorrect since STATE is singular.

Only remaining answer is E .
