The OA is E but my doubt is why not A?

The nephew of Pliny the Elder wrote the only eyewitness account of the great eruption of Vesuvius in
two letters to the historian Tacitus.

(A) The nephew of Pliny the Elder wrote the only eyewitness account of the great eruption of Vesuvius in
two letters to the historian Tacitus.
(B) To the historian Tacitus, the nephew of Pliny the Elder wrote two letters, being the only eyewitness
accounts of the great eruption of Vesuvius.
(C) The only eyewitness account is in two letters by the nephew of Pliny the Elder writing to the historian
Tacitus an account of the great eruption of Vesuvius.
(D) Writing the only eyewitness account, Pliny the Elder's nephew accounted for the great eruption of
Vesuvius in two letters to the historian Tacitus.
(E) In two letters to the historian Tacitus, the nephew of Pliny the Elder wrote the only eyewitness
account of the great eruption of Vesuvius.

yeah exactly....the modifier " In the two letter to X"
is modifying the noun " the nephew Y"

so THE NEPHEW is modified by IN THE TWO LETTERS

hence is is like.... "THE NEPHEW , IN THE TWO LETTERS....."

doesnt it mean that he is in those two letters ?? :P

probably i am missing out something...

Hi my question is in choice E isnt

the nephew of Pliny the Elder modifying Tacitus. If that is the the case then E is incorrect, if not then why not.

"In two letters to the historian Tacitus, the nephew of Pliny the Elder"

Please explain.
