Try to understand here what the conclusion is. See forest fires are not caused by "campfires", so there must be another source, that does the "thing".This weakens the conclusion the most.

D-does that precisely. Notice this "Nearly all". Very strong. So this option tells us that nearly all fires are caused by lightning, so banning campfires or abcd would not help.

Aside: option C almost seems like a re-wording of the premise mentioned in the prompt.Observe closely "deliberately set".

vinay1983s explanation and approach to this CR prompt are right-on.

This is an example of a "plan" question, in which a person/group has a plan and the question asks us to figure out why the plan is likely or unlikely to work. To answer these types of questions, it's important to know the details of the plan (what it's supposed to do? and how will the plan "work"?)

Here, the plan is to "prevent" forest fires.
The plan is supposed to work by "banning outdoor fires" under certain conditions.

The prompt asks us to find a reason why the plan "won't work." Essentially, we need an answer that states that a "ban" won't stop many of the fires from occurring....

Answer D: If most of the fires happen because of lightning strikes, then the town's ban won't have the desired effect.
