Let the minimum population be x

Thus, no town can have a population greater than 1.1x

to minimize x, we need to maximize the population of all other towns, i.e. 10 towns will hv population 1.1x, and 1 will have population x

x + 10 * 1.1 x = 132,000

12 x = 132,000

x = 11,000
