In this question you want to look for the decision point - where do the answer choices differ? The end of the answer choice can be a great place to spot these. So I went there first on this question.

"with the sole intent that they will sell" them later is wrong and eliminates choices B and E. This is wordy and improper, the correct choice phrasing is "the sole intent of selling."

Next we can eliminate choice D based on the phrase "and it allows companies to seek..." This seems to refer back to "the proliferation" and is not a correct pronoun usage.

Finally comparing A and C, in A we have (eliminating the preposition and modifiers that simply get in the way) "The proliferation led to passing..." This is an example of two verbs improperly joined. "led to" needs to be followed a noun, such as led to "the passing" or "the passage of" not "led to passing."

Process of Elimination, Choice C is correct.

Hi David,

I also faced this problem and for one reason i did not select C is --
The proliferation led the passage of act ---- this sounded a bit odd construction...

Can you help explain the use of terms here like "passage of act"
