why the option C is incorrect ?

C is passive

Also, "had included" implies that "Call" was included before "Declaration" was drafted.Incorrect

A-Passive and terribly awkward

B-"Including a call.." must modify Elizabeth..Incorrect modifier

D- That is used a non restricitve modifier

I agree E is the best option available.

But I have a doubt in Option E

Declaration of sentiments that was

Shouldnt this be were instead of was

That/who always influenced by the noun preceding it without any regard for prepositional phrase.

If we change the verb in option E to were, the entire sentence goes hay wire.

What do you think. Thanks.

1: out-- sentence fragmentation when << xyz> , was a call... we require a subject

2: out : including a call, illogically modifies draft

3: out :

i have learned somewhere, pls correct me if i am wrong:
when < clause >, clause
we don't require a past perfect tense as when clause itself behaves as the past perfect form

But in E, isn't the "it" have multiple references? One to the Declaration, the other to the Convention?
