IMO the pilots"Ÿ lack of actual flying time is so imp that the argument suggests to rethink the training approach. But yeah its also true its not the only important one as indicated by the argument. Furthermore, the training pprogram has also been upgraded to reduce pilot error and henceforth the crashes.
Hence the assumption D goes fyn with the argument.
Also by negation test it seems correct
i.e.
negated option D implies --> conclusion is weakened.
