The rise in temperature= 145-32=113 Degree F
Time = 4 Hour
Average rise in temperature = 113/4 = 28.25 (Option B)

You really don't have to do the math on this problem. The answer can only end in .00, .25, .50 or .75. Ballparking your answer will show you that D is not the answer so it must be B.

How do u conclude that answer can only end in .00,.25,.50,.75 ?

Since the prompt mentions "4 hours", you have to divide by 4. Dividing any integer by 4 means that there's only a handful of possible outcomes for what follows the decimal. For example:
4/4 = 1.0
5/4 = 1.25
6/4 = 1.5
7/4 = 1.75
and the pattern repeats
8/4 = 2.0
9/4 = 2.25
etc.
