For decades the region's budget has slowly receded into a fiscal slump. The effects of the slump have been felt at every level of government because the government can no longer offer other jurisdictions the subsidies that it had been able to provide in the past. Therefore, to ease the fiscal burden the government must both look to trim expenditures, and stimulate new revenues.

Option A - INCORRECT
If the local jurisdictions can still survive without subsidies then there is no need for a the government focusing on a continue initiation of the subsidy that its continuation may have effect on the nations economy.

Option B - INCORRECT.
Definitely subsidies provided to the local jurisdiction wont be supported by the public if the previous use of it was not felt. The public will prefer a trim down on expenditure and a review of new revenue to help move the nation forward.

Option C - INCORRECT.
This question is an important one to be sincere. But the answer is yes, because, there is a new development to trim down all expenditure that may be causing an extra cost from the government, which the subsidy was one of them.

Option D - CORRECT.
The question asked in this option is the most important and foremost question to be asked if the government wants to achieve success with their new plan without hurting anyone or bodies. ''Are there enough non-essential items in the budget available to be cut?'', If yes, the implementation to trim down expenditure and stimulate new revenues is the best option and also the removal of subsidies from the local jurisdiction budget is necessary too to achieve this plan.
