The correct answer is E. This question deals with the issue of parallelism.
Answer A is incorrect because it suggest that an individual/ owner has less than eight units (!). Thus it is the case of a misplaced modifier.
B - also incorrect and the reason is similar to the one present in A
C - parallelism mistake - two phrases and one clause are listed
D - same as C

I still cant differentiate between C & E.
Can you explain it further?
