b. All official Web sites of nationally accredited colleges are administered by individuals holding advanced degrees in educational technology.
c. Only Web sites that have not received the highest possible rating from the Federal Department of Education are administered by individuals not holding advanced degrees in educational technology.

stimulus:1)some web sites of regionally accredited colleges have received the highest possible rating
2) all web sites of nationally accredited colleges have received the highest possible rating
conclusion: all Web sites administered by individuals holding advanced degrees in educational technology have received the highest possible rating
to get this conclusion we must ensure that individuals holding advanced degrees are not administrating the official web site of some regionally accredited colleges who have not recived the highest possible rating
now luk for option
a) tells only about official Web sites of nationally accredited colleges are administered by individuals we dnt knw anything about they not being administrating the official web site of some regionally accredited colleges who have not recived the highest possible rating
b)true , but what about official Web sites of regionally accredited colleges
c)individuals not holding advanced degrees are not our concern
d)All official Web sites of nationally accredited colleges are administered by individuals holding advanced degrees in educational technology. i guess there is a typo bcoz its same as b) , hope its about regional colleges
and if so then it includes those colleges which have not recived the highest possible rating
e) makes sense
