I really do not know how D can be the answer.

Am not sure from the options as to which is the correct pick.

Though, I would go with B as a weakener, but am not sure.

A is irrelevant, C is out of context, so is D and E talks of "some family vehicles" which is again out of scope of this argument.

(D) cannot be the answer here. Only (B) shows why the plan would probably fail.

B should be answer. D talks about env which is not at all related to the plan.
