statement 1:
3|x^2-4|=y-2
The modulus of a umber is always greater than 0...so y-2>0
therefore y>2
but we cant determine the value of y from this statement
statement 2:
|3 – y| = 11
The two possible solutions for y are -8 and 14..
Statement 2 is insufficient..
From statement 1 and 2
we know that y>2 and y=14 & y=-8
so we know that y=14
Hence the ans is C
Let me know if you have any doubts..
