IMO E.

"They needed to be reorganized," means the directors needs to be re-organized, but, logically, we reorganize a department and not directors. Hence, A, B, and D ruled out. Between C and E, I will go with E. "The directors" is the subject of the sentence, so will be the logical subject of "were not able to..."

E is the answer. E keeps the meaning clear and a balance among nouns, verb and pronoun.
