Because I already posted it there Pemdas, and didn't get a satisfying answer . So I posted it here for experts and members to elucidate in a better way.

have you looked into Kaplan's explanation, it's easy q. really (without bugging on any one)
I remember giving this a good shot at first try, as I also used this book, and I agree that Data interpretation can be nasty q. in GRE quant. As long as you get used to them they are easy.
below is Kaplan's take on this q.:
"the residential consumption (in billions) in 2010 was approximately 52. Take half of that amount,26, to represent the amount of water used by households with efficient appliances and plumbing. Let W represent the amount of water these households would have used otherwise.
Set up a percent equation to solve for W. Remember, the saving were 35%, so subtract 35 from 100 to find the amount that would have been used.
26=(100%-35%)*W
26=65%*W
26=0.65*W
26/0.65=40=W
The savings in billions of gallons were 40-26=14."
