A company has decided to monitor how long their employees spend at lunch and on break. What would be a potential consequence of this action?

My answer is 1.I will not go with 2 because employees don't know if they are being monitored and may be the company is working on making a list of employees who are diligent and delinquent to promote them or give incentive accordingly.I MAY BE WRONG.
Given answer:2 /which i dont think is right.What do you guys think?

What is the source of this question? I ask because it's not written in GMAT "format" and actually includes a grammar error ("A company" is a singular subject, so the correct pronoun would be "ITS" - not "their").
