CR: Boldface, The use of executive titles

How to solve this question?
Please, explain why you pick your answer, not only state the answer.
OA is A

The use of executive titles is avoided by some corporations due to concerns that the usage of these titles might discourage the flow of communication from top to bottom and visa versa. However, it is generally accepted that an executive with a title that reflects his position is afforded more respect in outside business dealings. One approach to resolve inherent contradictions of usage of the executive title would be for executive to use their titles when dealing with outside contacts and to avoid using their titles when dealing with others within the corporate hierarchy, since studies have shown that knowledge of this practice does not tend to discourage the vertical flow of communication.
In the above passage, the bolded phrases play which of the following roles?
A. The first is a reason for the utilization of a particular policy; the second sis a reason that argues against the utilization of that policy.
B. The first is a statement of a particular goal; the second is a statement of another competing goal.
C. The first is a reason for the utilization of a particular policy; the second is a restatement of that policy.

The first statement is a reason. The second is an opposing viewpoint.

The word however used before the second boldface is a keyword that shows that the two sentences in bold are required to say opposite things.

C,D and E are eliminated as they say that the second statement support the first one.

B is out because the sentences in question are not about goals.. they are reasons or viewpoints ... so A is the answer.

So I feel A is a better option
