cite as a concern

The 151 member government of the world bank are expected to increase the bank's funding by $175 billion, tough some United States legislators cite an obstacle to congressional passage being the concern that the bank's loans will help foreign producers compete with American business.

a. an obstacle to congressional passage being the concern
b. a concern as an obstacle to the congressional passage
c. as an obstacle to congressional passage the concern
d. the concern, an obstacle to congressional passage,
e. as an obstacle for congress to pass it the concern.

OA is c
why is d wrong?

What is the Source??


legislators cite concern and not obstacle.

and since the statement is followed by THAT so we use, THE CONCERN.


PLEASE UNDERLINE THE SENTENCE

C sounds good.

Well we wait for the experts, but to me C has misplaced modifier error.


with C as correct answer, the sentence looks like

some United States legislators cite as an obstacle to congressional passage the concern


Do you think Legislators cite a concern or obstacle??

concern, an obstacle to congressional passage

I think I have explained the answer to the same question in one of my previous posts. The one thing I would add is(dont think I did in the previous post), with the comma positioned like it is , what is in bold would be modifying the noun phrase "the concern" which would not make any logical sense plus change the original intended of the sentence.

It is good to see you after such a long time, I was actually very busy with my University exams. Hope you are doing well.
cite as is the correct usage
I completely agree with you on this but, please look at the structure of the sentence which follows the underline part.
that the bank's loans will help foreign producers compete with American business.
Don't you think that introduces a specific clause and so we must use "the concern"

Please correct me if I am wrong

Cite as is indeed the correct usage.
So if you agree with cite as, you should definitely eliminate D.
And yes the concern is required to go along with that.
C does include the concern, look at it again. Infact its closer to that.
Its just that C does not contain the offsetting commas that create a confusing construction, as in D.

or

Cite as Y X
as (an obstacle to congressional passage) (the concern )
are acceptable usages...

The important is to realize connection of underlined part to not underlined part in this sentence
