I was between C and E, and finally chose C. Definitely not B because "You" is added to sentence for no reason and changes the meaning of the original sentence.

Creates is a modifier which needs something, what?, environment. Create should be as close as possible to environment.

A and E do not do so.

B C D

I think B should be "By attending to the basic needs of the employees, you create an environment where they flourish and perform to their capacity" feels more slick!

C and D

Tough choices

D looks good but is the comma before "and" correct?

As far as I know and with a comma before it is used to connect 2 independent clauses!

Also Attending to the...creates environment seems more appropriate here!
You can, for example never foretell what any one man will do, but you can say with precision what an average number will be up to!

okay here is what i understand
its a parallelism issue
Create environment where they flourish and one that encourages them to perform to their capacity" remember the word "and" is very important. the two parts of the sentence, before and after"and" should be parallel. so who encourage to perform to their capacity. that "who" is a gap ONE is used to fill that gap. C for me

I think you would have to go with C as creates and encourages are parallel.

Is there an explanation in the guide?

The explanation is not very good in the guide that's why i've posted the question over here.
