first statement- It is saying the Y reaches before X - so it is sufficient.

The question explicitly asks: what time did Bus no.Y007 arrive in New York?

Hence we can have only one value for time... We cannot say the bus arrives at 4:20 or 4:30...


Without statement one we know this
if distance is 133.33 miles then Y reaches at 4.30 and X reaches at 4.20
if distance is 150 miles then Y reaches at 4.20 and X reaches at 4.30


The statement one tells us that Y reaches before X, so Y reaches at 4.20.
