Basic Verbal doubts

Hi All,

Though i have solved the following question correctly but while solving I have some basic doubts..

Although the Supreme Court ruled as long ago as 1880 that Blacks could not be excluded outright from jury service, nearly a century of case-by-case adjudication has been necessary to develop and enforce the principle that all juries must be drawn from "a fair cross section of the community."

I had a doubt between option A and D, is there any rule which govern the use of "has been" instead of "is".

Doubt between A and D. Is D is wrong because still raw does not correctly modify the wounds.

Is so much as is always incorrect

I have got the correct answer because i know other option is wrong. In OG I have seen questions where whenever there is modifier in between of the main clause after comma sentence starts with the "to be" verb

Ram,good boy,is preparing for exam.
Can somebody explain the concept...of using directly gerund after the sentence as I understand if gerund is used after comma it modify the entire clause...so in this question is slowing is modifying "which was colder and wetter than usual in some regions"- doesnt seem to be correct

Somebody please enlighten me why the mentioned answer options are incorrect...and also validate my reasoning.
