IMO C

Let total employee = x
workers = 0.4x
executives = 0.6x

[(0.4x * 390) + (0.6x * 420)]/ x = (156x + 252x)/x = 408

Say total of 10 emp.
so 40% means 4 emp have annual income of 390 = 4*390
remaining 60% means 6 emp have annual income of 420 = 6*420

therefore (4*390)+(6*420)/10 = 408
Thanks and regards,

here is my set up

.4(x)=w .6(x)=e
w=$390 e=$420

assume 10ppl = 100% of the workforce

390(4)=$1560 420(6)=$2520

1560+2520=$4080

$4080/10=Average=$408

No math:

If 50% of the employees were workers, and the other 50% execs, then the average of all workers would be dead center between the two salaries: 405. However, since 60% are execs, the average must be tilted a little bit towards the execs: only choice C fits the bill.
